What is the service quality charter

The Service Charter responds to the need to establish principles and rules in the relationship between the administrations that provide services and the citizens who use them. It constitutes a real “pact” with users, a communication and information tool that allows them to know the services offered, the methods and standards promised, to verify that the commitments undertaken are respected, to express their evaluations also through forms of complaint.
The adoption of the Service Charter in the institutes of the Ministry for Cultural Heritage and Activities and Tourism is part of a series of initiatives aimed at promoting a wider enhancement of the cultural heritage preserved in them and at adapting as far as possible, in harmony with the needs of protection and research, the organization of activities to the expectations of users.
The Charter will be updated periodically to consolidate the quality levels achieved and record the positive changes that have occurred through the implementation of improvement projects, which may also arise from periodic monitoring of users’ opinions.

 

Principles

In carrying out its institutional activity, the National Museums are inspired by the “fundamental principles” contained in the Directive of the President of the Council of Ministers (Prime Minister) of January 27, 1994:

• Equality and impartiality
The services are provided on the basis of the principle of equality, guaranteeing equal treatment to all citizens, without distinction of nationality, sex, language, religion, political opinion.
The National Museums will endeavor to remove any inefficiencies and promote initiatives aimed at facilitating access and use to people with disabilities, foreigners and disadvantaged individuals from a social and cultural point of view. The tools and activities of information, communication, documentation, scientific assistance to research, education and teaching are in any case based on criteria of objectivity, justice and impartiality.

• Continuity
The National Museums guarantee continuity and regularity in the provision of services. In the event of difficulties and impediments, they undertake to notify users in advance and to take all necessary measures to minimize inconvenience.

• Participation
The Institute promotes information on the activities carried out and, in making management choices, takes into account the needs expressed and the suggestions made by users, individually or in combination.

• Efficiency and effectiveness
The Director and the staff of the Museums pursue the goal of continuously improving the efficiency and effectiveness of the service, adopting the most functional technological, organizational and procedural solutions for the purpose.

 

The National Museums of Cagliari

The National Museums of Cagliari, including the Archaeological Museum, the Pinacoteca, the Spazio San Pancrazio, the former Royal Museum and the spaces of Porta Cristina, are a MiC Institute with special autonomy since 2019.

The museums are located in the ancient Castello district, within the Citadel of Museums built between 1956 and 1979 with the recovery of the royal Arsenal and medieval walls designed by architects Libero Cecchini and Piero Gazzola.
The archaeological collection includes over 4,000 artifacts that tell a long history of almost 7,000 years, from Prehistory to the Early Middle Ages, from Neolithic mother goddesses to Nuragic bronzes, from Phoenician and Punic jewels to Roman statuary to get to objects of worship from the Byzantine era.
The historical-artistic section houses a precious collection of Catalan-Aragonese culture retables from the 15th and 16th centuries and paintings up to the 20th century.
Inscriptions and coats of arms make up the lapidary that tells the urban and social evolution of the city of Cagliari.
Fabrics, baskets, weapons, ceramics and jewels of the Sardinian tradition, as well as a precious bronze 11th-century aquamarine, complete the rich collection of the Museum.

 

Mission

• preserve and protect the Museum’s assets;
• promote and disseminate knowledge of the preserved heritage and cultural heritage of Sardinia through the organization of exhibitions and cultural events;
• to develop attention to the heritage of the Museum and the entire island territory in an ever wider audience, also in order to promote a sense of responsibility in the protection and safeguarding of our cultural heritage;
• develop agreements and collaborations with Bodies and Institutions to enhance the museum heritage and promote its study and scientific research.

Wednesday – Monday from 08:45 to 19:45; ticket office: 08:45-19:00
Closing day: Tuesday
The Ticket Office is located in the Archaeological Museum.
The Educational Services of the Museum offer free guided tours and workshops.

As far as the external signage, at the entrance to the Citadel of Museums there is a touch panel in Braille to guide blind on the Museums present on the site. There is also general information on the original seat of the Royal Arsenal of Cagliari.

Facilitated access for people with disabilities
A slide path allows people with disabilities to reach the museum entrance. Inside the museum, an elevator, a stairway and a path with a minimum slope allow people with disabilities to freely visit all floors of the structure.

Services of Use

100% of the rooms are open to use. The mode of visit is free within the suggested path.

Effectiveness of mediation
Availability of tools for knowledge and enjoyment of goods:
• Didactic panel explaining the chronological exhibition path of the ground floor, with different chromatic elements for each historical phase represented;
• Plastic reconstructions of contexts of origin (nuraghe, tomb of giants);
• Touch table with multimedia content mainly concerning the following topics: the reconstruction and exploration of the archaeological landscapes of Sardinia, the virtual reconstruction of archaeological sites, the consultation of historical maps;
• Interactive whiteboard (IWB) to support teaching activities;

• Free guided tours for groups, bookable at the e-mail address: man-ca.prenotazioni@beniculturali.it
• Videogame created by IED Cagliari, set during the Nuragic era available to visitors, designed to spread the history and mythology of Sardinia to young people between 15 and 22 years of age through playful mechanisms.

Availability of specific tools for sensory disabilities
• Guide in Braille to be requested from the reception and security service staff;
• Tactile path for the blind with accompaniment;
• Tactile path for the blind with 3D reproductions of some finds;
• Illustrative touch panel with opaque resin shapes (to be touched) of the various shapes of the ceramic objects exhibited at the museum;
• Video in Italian sign language, with Italian and English subtitles;
• Interactive model with audio guide of the “Santa Vittoria” Archaeological Area of Serri;
• Tactile tables with interactive audio guide of the retables of the National Art Gallery of Cagliari.

The educational activities are carried out by the Educational Services of the Museum.

Additionally
The staff in charge of Educational Services carry out educational activities aimed at both schools and other types of users, in order to spread knowledge of the Museum’s heritage.
Projects are prepared in agreement with the teachers of schools of all levels who request them, to be carried out through the stipulation of special agreements, and training courses for teachers are organized.
As for the other user groups, at the National Archaeological Museum of Cagliari there is space for events open to other forms of culture, such as music, theater, poetry, contemporary art.
In the case of initiatives aimed at younger audiences, the museum is transformed into a play place where you can spend fun hours learning.

Documentation on preserved assets

The historical documentation relating to the heritage of the Museum is kept in the Documents Archive, the Photographic Archive and the Catalog Archive of the Superintendency of Archeology, Fine Arts and Landscape for the Metropolitan City of Cagliari and the Provinces of Oristano and South Sardinia.
The reproduction of cultural assets stored at the Museum is permitted in the manner indicated in the Regulations and tariffs for the use and reproduction of cultural assets.

Complaints, proposals, suggestions

Users who find that the commitments contained in the Service Quality Charter have not been respected can make timely complaints, to be submitted in the following ways:
• using the forms available at the entrance and delivering them to the staff on duty
• or by sending an e-mail to the following address: man-ca.informazioni@beniculturali.it
The Museum monitors complaints, undertakes to respond within 30 days and to activate forms of refreshment, such as the gift of an Institute publication.
Users can also make proposals and suggestions aimed at improving the organization and delivery of services that will be subject to careful analysis.
